Draft Preferred Land Use Plan Map

The Draft Preferred Land Use Plan map is the guide that City officials in their land use decision-making after the plan is adopted. The plan map establishes the general patterns of land uses that should occur into the future as properties develop or redevelop. This Draft Preferred Land Use Plan map takes the goals and concepts expressed through the city's Visioning 2025 document and puts them "on the ground". Some of these concepts include:
  • Pedestrian-friendly design in mixed-use areas,
  • Supporting the North 5th Transit Corridor,
  • Quality design in new Master Planned Communities,
  • Supporting the Northern Development Area as a prime activity center,
  • Retaining the industrial land supply along the railroad corridor, and
  • Enhancing the Cheyenne Technology Corridor.

How was the Draft Preferred Land Use Plan Map developed?

Two future land use scenarios were developed as part of the planning process:

Scenario 1: Current Trends
This scenario illustrated the anticipated future land use patterns if development patterns continue into the future.

Scenario 2: Vision 2025
This scenario illustrated a future land use pattern that would likely result if the City’s Vision 2025 is implemented.

These scenarios were developed and evaluated through a series of “study sessions” held with City Council, Planning Commission, staff, and the citizen’s Focus Group in December and January, as well as the community at a Public Open House held in January of 2006. There was a strong consensus of support for the Vision 2025 Scenario.
